Without that context, two quotes are rarely comparable.
Budget planning works best with priorities

That is why a good designer can still be useful on a tighter budget: the value often lies in helping the client prioritise intelligently.

If a proposal relies heavily on big promises but light detail, treat it cautiously. Clear thinking is usually visible in the way the project is explained, scoped, and sequenced.
